Lei Feng was a Chinese soldier during the Mao era! He had the spirit of charity as we call in in the LDS Church. He game all his extra time and money to the poor and needy. Some are talking about this Lei Feng spirit and its existence, or lack thereof in the Chinese government, fiscally. Many signs displaying propaganda messages can be seen throughout the streets and billboards in the provinces of mainland China. This spirit of goodness and taking care of the needy is all but present in the economic policies of China. China has to find the balance between spending and saving in its fiscal policies in order to make its goal to have the fiscal deficit to be a 1.5 percentage of GDP. Christine Wong though states that only two-thirds of the budget actually represents the real fiscal activity of China.
